‘Education, engineering and enforcement’: Sacramento to move forward with stricter e-bike regulation
Vice Mayor Talamantes introduced the initial idea of implementing stricter penalties, but after hearing from bicyclists, drivers and pedestrians, city leaders shifted this proposal so that it focuses more on education, rather than just enforcement.
Talamantes said the proposal stemmed from seeing new UC Davis Medical Center data which offered a grim picture of e-bike usage in the community. A recent study showed a fourfold increase in e-bike and e-scooter related visits since 2021. It cited 70 cases in 2021 and 340 cases in 2025.
Talamantes emphasized the importance of “education, engineering and enforcement” when it comes to addressing this.
